(a) Is he aware that—
(i) a project of dredging Batticaloa lagoon closer to the sand Bar had taken place in 1980; and
(ii) this project was stopped half-way due to terrorist activities?
(b) Is he also aware that the outcome of this project will have the following benefits—
(i) there will not be annual closing of the mouth that connects the sea and lagoon;
(ii) lagoon fishermen will have the fishing benefits throughout the year;
(iii) deep sea fishing boats and trawlers will have easy access to lagoon for anchoring;
(iv) paddy fields will not be damaged during floods as the flood water will be quickly drawn to the sea; and
(v) flood water will easily be drawn to the sea minimizing flood relief efforts to be undertaken by the government?
(c) Will he inform this House—
(i) whether action will be taken to re-commence this project; and
(ii) if so, when?

(i) a question was raised on 02.12.2016 regarding 41 teacher trainees posted to Vanni district from Teachers Colleges without conducting the final examination;
(ii) the State Minister in his reply assured to take necessary action and give a reply again, but the issue has not been rectified yet;
(iii) these teachers could not sit for the final examination due to not conducting the final examination by the Ministry immediately after the training; and
(iv) it will be a violation of the fundamental rights of these teachers by giving them a separate effective date for their appointments, who sat for the final examination with their junior batch?
(b) Will he inform this House—
(i) whether same effective date be given for appointments of those 41 teachers; and
(ii) whether it is wrong to use the terminology “Teacher Trainee” while undergoing training in the teachers’ colleges prior to become trained teachers?

(i) how many dengue patients have been admitted to the Kinniya hospital in the year 2017 up to now;
(ii) how many of them died while being under treatment;
(iii) is there a serious shortage of doctors, staff, beds and space in the Kinniya hospital as a result of the dengue epidemic;
(iv) of the steps will be taken to relieve this situation; and
(v) the fact that the shortage of doctors in the Kinniya hospital compelling the transfer of patients to the Trincomalee hospital?

(i) the loan scheme named SMILE III was implemented for the small and medium scale industries and micro industries on a concessionary interest rate and with a two years grace period in order to empower entrepreneurs;
(ii) the Project Director published newspaper advertisements on 10th July 2016 and gave publicity regarding granting loans;
(iii) eventhough ten commercial banks came forward to grant loans under this scheme and nearly five thousand applicants applied for those loans, granting of loans has now been stalled;
(iv) eventhough most entrepreneurs have completed the signing of deeds of security and deeds of mortgage by making the preliminary expenses, loans have not been granted; and
(v) this situation has resulted in improving businesses and emerging businesses being stalled while being a blow to the national economy?
(b) Will he inform this House as to why people were inconvenienced by publishing newspaper advertisements on 10.07.2016, if granting of loans is not possible?

(i) whether certain parts of Waseem Thajudeen’s corpse have been discovered in Nevil Fernando Hospital, Malambe or in SAITM;

(iii) whether authorization has been obtained to take away the aforesaid parts of the corpse from the General Hospital Colombo and to keep those in the said location;
(iv) if not, of the legal measures taken with pertinence to that matter?

(a) Will he admit that—
(i) the government has taken a policy decision to grant title deeds to the persons who have resided in state lands for a period of more than 10 years; and
(ii) the aforesaid fact was reconfirmed by the policy document of the government on Mid-Term Economic Vision, which was declared by the Prime-Minister on 27.10.2016?
(b) Will he inform this House—
(i) the steps taken to put the aforesaid policy into action;
(ii) the number of allotments of land for which title deeds were granted after 08.01.2015;
(iii) the number of allotments of land that has been identified by now each Divisional Secretariat Division in each District to grant title deeds, separately;
(iv) the number of allotments of land in each Divisional Secretariat Division in each District, for which plans have been prepared by the government, out of the allotments of land mentioned in (iii) above, separately;
(v) whether he admits the fact that there is a huge delay in the implementation of the aforesaid project which is highly important to the national economy; and
(vi) if so, the steps that will be taken to make the aforesaid programme of work successful?

(i) 14 families are still living in a highly vulnerable situation in the lower division of the Wogen estate in Mathugama after the land slide which occurred there in the year 2014;
(ii) the National Building Research Organization has instructed the management of the estate in June 2014 that the houses of the aforesaid people should be removed from that place;
(iii) providing optional lands has been delayed due to the clash between these people and the management over the allocation of optional lands; and
(iv) 21 families have been living in the Iluppuwatta division of the Delkith estate in Agalawatta for the last 2 years , in which a similar landslide risk is prevalent?
(b) Will he inform this House —
(i) whether steps will be taken to commence some housing project for the people who have undergone much strain and encountered threat to their lives as is mentioned above; and
(ii) if so , the current progress of it?

(ii) the farmers who subscribed to that scheme, received compensation easily when there were destroyed;
(iii) the scheme of charging that insurance premium is not functional at present;
(iv) there have been delays in paying compensation to formers when paddy cultivations were destroyed owing to rapidly changing whether conditions experienced recently?
(i) whether there is a system to pay compensation to farmers who get affected in the manner stated above;
(ii) whether there is a possibility of implementing a scheme similar to that of the paddy field insurance scheme that prevailed in the past?
